What is the One Hour Anti-Fraud Training Requirement for California?

Our two California courses covering ethics include this new training requirement.

At this time, you will need to:

  1. Download, fill out, and send back the PDF to the California Department of Insurance (DOI).
  2. The PDF and instructions are linked inside the course on the anti-fraud training page.

This also applies to:

  • The California 52-hour Prelicense Training
  • The Code and Ethics Course

Both include the anti-fraud training requirement and require the same process.

What Continuing Education courses do you offer?

We offer both:

How is Continuing Education reported to the Department of Insurance (DOI)?

We report CE course completions to the DOI every night, Mondayโ€“Friday.

Important Notes:

  • You must complete the course before the hours can be reported.
  • If you finish a course late at night, your hours will be reported the next day.
  • It may take a couple of business days for your hours to appear in the DOI database.

Credit Timing Example:
If you complete a course on March 31, 2025, and the DOI records it on April 2, 2025, youโ€™ll still receive credit as of March 31, 2025 (your actual completion date).

  1. Click License Number (if you know it) or choose Individual Name Search.
  2. Once you find your record, click on the row or license number.
  3. Click the blue "Continuing Education" button to view:
    • o CE hours required
    • o Hours already applied
    • o Hours still needed to renew

What is the One Hour Anti-Fraud Training requirement for California?

The One Hour Anti-Fraud Training is a required component of the following prelicense courses:

  • The 52-hour California Prelicense Training
  • The California Code and Ethics course

To complete this requirement:

  1. Navigate to the Anti-Fraud Training page inside your course.
  2. Download the linked PDF form.
  3. Fill it out and submit it to the California Department of Insurance (DOI), following the instructions in the form.

Completion of this step is required in addition to the online course content.

Can I just buy the hard copy book, read it, and receive my certificate of completion?

No. Reading the hard-copy book does not satisfy the Department of Insurance (DOI) training requirements.

To receive a certificate:

  • You must enroll in the online course and complete the minimum required hours.
  • The hard-copy book is optional and not required to complete the course.
Do I have to complete the entire course in one sitting?

Nope! Our courses are completely self-paced.

  • You can log in and out anytime, from any device.
  • Your progress is saved automatically.
  • Whether you complete it in one weekend or over several weeks, the system tracks your hours.

๐Ÿ“Œ If your access time expires, you can purchase an extension directly from your dashboard, next to the course login.

Do I need any type of approval or company sponsorship before taking this course?

No. You do not need to be sponsored by an insurance company to take this course or sit for the state exam.

However:

  • After passing the exam, your license will remain inactive until an insurance company submits an appointment to the California Department of Insurance (DOI) on your behalf.
Do I receive a hard copy book with these courses?

Not by default. You will have access to a virtual textbook for 90 days.

If youโ€™d prefer a printed version, you can purchase a hard-copy book separately.

๐Ÿ“Œ Note: Time spent reading the hard-copy book does not count toward your DOI-required study hours.

Does the certificate of completion have an expiration date?

Yes. Certificates expire 3 years from the date of course completion.

If you do not pass the licensing exam within that time, you will need to retake the training and earn a new certificate.

I thought the DOI did not allow online courses? How do I know this course is approved by the DOI?

A new law went into effect on January 1, 2007 that allows online courses for the required insurance prelicensing.

The Department of Insurance (DOI) approved our courses on January 2, 2007. In fact, we were the first company approved in California for online insurance prelicensing.

To verify that we offer approved courses:

  • Contact the California DOI and provide them with our Provider #123523
  • Or search for approved providers and courses directly on the DOI website
If I had a CA insurance license before but let it expire, do I have to take this course again?

Yes โ€” if your license and certificate of completion have both expired, you will need to take the course again.

A new certificate is required in order to sit for the California state exam.

However:

  • If your certificate of completion is still valid (within 3 years), you may take the exam without redoing the coursework.

๐Ÿ“Œ Certificates of completion are valid for 3 years from the date you finish the course.

If I have an out-of-state license, do I have to take this course to get a California license?

Youโ€™ll need to check directly with the California Department of Insurance (DOI) to determine your specific requirements.

Some states do not require prelicensing education, so even if youโ€™re already licensed elsewhere, you may be required to complete the full 52-hour California course.

May I go forward and backward at any time during the course?

Yes โ€” with a few conditions:

  • You may go backward at any time for review.
  • You may move forward through the course one section at a time, in order.
  • Once you've entered a section, you may return to it freely.

You must complete each chapter in sequential order. Skipping ahead is not allowed until the previous chapter is completed.

There is no specific time requirement per section, so you may move as quickly or slowly as you wish within each part.

๐Ÿ“Œ If you reach the end of your course without satisfying the total time requirement:

  • You will be shown a time report listing how much time you've spent in each section and how much is still needed.
  • You can complete your remaining time in any part of the course.
May I print the virtual book or any part of the online material?

No. For security and copyright reasons, we do not allow printing or copying of our copyrighted course material.

However:

  • You may purchase a hard-copy version of the book.
  • This lets you study when you're away from your computer.

๐Ÿ“Œ Keep in mind: Only time spent inside the online course counts toward your required training hours โ€” not time spent reading the physical book.

May I take more than one course at a time?

Yes โ€” you can register for and complete multiple courses at once.

For example:

  • You may sign up for both Property & Casualty and Life Agent courses.

However:

  • You may only log into one course at a time.
  • You cannot have multiple courses open at once to earn simultaneous credit.

๐Ÿ“Œ If you attempt to gain time credit from running more than one course at the same time:

  • We reserve the right to remove time from your account
  • In extreme cases, your account may be suspended
May I take my state exam online?

Yes. PSI (Professional Services Industries) Exam Center offers both remote and in-person testing options for the California State Insurance Exam.

What are the state exams like? What do I need to score in order to pass?

๐Ÿ“ Exam Structure by Course:

  • 52-hour and 40-hour courses: 150 multiple-choice questions
  • Limited Lines Auto & Personal Lines: 60 multiple-choice questions
  • Life-Only and Accident & Health: 75 multiple-choice questions

โœ… Passing Score: You must score at least 60% to pass the exam.

What are the rules for retaking the exam?

๐Ÿ” Retake Rules:

  1. 1st Attempt: No waiting period
  2. 2nd Attempt: No waiting period
  3. 3rd Attempt: 30-day waiting period
  4. 4th Attempt: No waiting period
  5. 5th Attempt: 60-day waiting period
  6. 6th+ Attempt: No waiting period unless otherwise notified

  • If you fail or miss the exam twice โ†’ wait 30 days
  • Fail or miss two more times โ†’ wait 60 days

โŒ Failure to Appear: If you miss your exam without canceling, it counts as a failed attempt.

What do I do with the Certificate of Completion?
  1. Print your certificate (it's free after completing the course)
  2. Bring it with you to the PSI Testing Center
  3. Schedule your state exam through the PSI site (link on our homepage)

What do I receive as proof that I completed the course?

Youโ€™ll be able to print your Certificate of Completion when you finish your course.

We also notify the Department of Insurance (DOI) or Sircon on your behalf.

You must then schedule your state exam directly with PSI (link on homepage).

What if I lose my certificate and need a replacement?

You can reprint your certificate for free as long as your course access is active.

If your access has expired:

  • Purchase the Certificate Unlock
  • Unlock works across all current & future PreLicenseTraining.com prelicense courses

What if I need my certificate immediately?

If your course access is active: print instantly upon completion.

Do I need an active internet connection to use the phone/tablet app?

We no longer require a separate mobile app. The website has been redesigned to be fully mobile responsive, so you can access your course through any web browser on your phone or tablet. You will need an internet connection to use the course on any device.

Do I need to have sound on my computer to take these classes?

No, sound is not required for the prelicense courses. Some sections may offer audio introductions, but they are not mandatory. Everything essential for passing is available in visual or text form.

How can I skip to a different part of a video?

Click Play to start. After the intro video ends, drag the timeline slider to skip ahead to the content you want.

All video and audio files stream on demand โ€” so you donโ€™t have to load the full video before skipping.

Tip: Use the courseโ€™s "Notes" button to jot down your timestamp if you need to pause and return later.

How do I clear my browser's cache?
